Nation out to clear flood damage
A typhoon hit some areas of North Hamgyong Province between August 29 and September 2, causing the worst-ever flood damage since Korea’s liberation.
The Workers’ Party of Korea, which sets it as its mode of existence, revolutionary Party discipline to faithfully serve the people, has switched the main thrust of the 200-day campaign to the battle to reconstruct the northern afflicted areas and adopted a crucial measure to mobilize the whole Party, the entire army and all the people to deal with the emergency.
The WPK Central Committee on September 10 ardently called on all Party members, service personnel and people to relieve the severe flood damage in a short time and work a new miracle of turning misfortune into fortune by enlisting and concentrating all human, material and technical potentials of the state on the front of the reconstruction in the afflicted northern areas.
In hearty respond to it, all the service personnel and people throughout the country have turned out like one in the battle.
An emergency meeting was held to take measures to reconstruct the flood-hit areas and the central and field headquarters have been organized comprising officials of the Party Central Committee, the Cabinet, the State Planning Commission, ministries, national agencies, and the province, forming a well-knit command system to push ahead with the mammoth reconstruction project.
A powerful construction force was dispatched to the front including service personnel and shock brigade members who had been involved in major construction projects for Ryomyong Street, Samjiyon area, Kosan Combined Fruit Farm, livestock base in the Sepho area, waterway of South Hwanghae Province, Chongchon River-Phyongnam irrigation gravity-fed waterway, Wonsan area and others.
Military units, shock brigades, national agencies and local units have mobilized all their lorries, excavators, bulldozers and other road vehicles and heavy construction machines in the battle sites.
Ministries and national agencies, especially the Cabinet, the State Planning Commission, the national emergency committee for relief efforts, the ministries of Construction and Building-materials Industry, Metallurgical Industry and Forestry, are now organizing works scrupulously to supply relief materials preferentially.
The economic sectors have entered into a drive for increased production.
The Sangwon Cement Complex, Sunchon Cement Complex, Kim Chaek Iron and Steel Complex, Chollima Steel Complex, Songjin Steel Complex, February 8 Vinalon Complex, Ponghwa Chemical Factory, Chollima General Building-materials Factory, Chollima Tile Factory, Pyongyang Building-materials Factory, Taesong Ceramic Factory, Pyongyang Daily Necessities Factory, Rangnang Disabled Soldiers’ Plastic Daily Necessities Factory, Chongjin Plastic Pipe Factory and other units step up the drive for increased production to ensure an emergency supply of cement, steel materials, tiles, paints and other materials.
Workers of all thermal and hydro power plants generate more electric power and the Ministry of Electric Power Industry and power distribution stations in North Hamgyong Province take measures to rapidly rebuild damaged power transmission and supply networks and provide a steady supply of power to the afflicted areas, railways and production units.
Thanks to the efforts of engine drivers and other workers in the railway transport sector, railway lines have been reconstructed in several sections and a large amount of materials are being transported to the flood-stricken areas every day.
The design offices are focusing on completing the designs of dwelling houses, nurseries, kindergartens, schools, hospitals, clinics and other public buildings on the top level before anything else.
Officials are also working to bring normalcy to the afflicted areas.
Officials of the North Hamgyong provincial Party committee, people’s committee and people’s security bureau, city and county Party committees and people’s committees visit the bereaved families to express sadness over their death loss, and take immediate measures to provide the homeless with lodging and boarding and supply food, drinking water, fuel and firewood, bedclothes and other materials.
Health institutions have dispatched medical groups to the areas to take proper preventive medical and treatment measures among the residents and rapidly supply them with necessary medicines.
Officials of the ministries of Food Procurement and Administration, Commerce and Light Industry and many other units are also working hard to responsibly supply necessities to the victims.
Party members and other working people in all units across the country prepare and send food, medicines and clothes, materials and facilities for reconstruction and funds with such sincerity as to help their own parents and brothers and sisters.
Full of infinite trust in and gratitude to the WPK which sets the people-first principle as its immutable principle, the people in the northern disaster-hit areas have risen up for the reconstruction, overcoming trials and difficulties.
