Nation out to clear flood damage
A typhoon hit some areas of North Hamgyong Province between August 29 and September 2, causing the worst-ever flood damage since Korea’s liberation.
The Workers’ Party of Korea, which sets it as its mode of existence, revolutionary Party discipline to faithfully serve the people, has switched the main thrust of the 200-day campaign to the battle to reconstruct the northern afflicted areas and adopted a crucial measure to mobilize the whole Party, the entire army and all the people to deal with the emergency.
The WPK Central Committee on September 10 ardently called on all Party members, service personnel and people to relieve the severe flood damage in a short time and work a new miracle of turning misfortune into fortune by enlisting and concentrating all human, material and technical potentials of the state on the front of the reconstruction in the afflicted northern areas.
In hearty respond to it, all the service personnel and people throughout the country have turned out like one in the battle.
An emergency meeting was held to take measures to reconstruct the flood-hit areas and the central and field headquarters have been organized comprising officials of the Party Central Committee, the Cabinet, the State Planning Commission, ministries, national agencies, and the province, forming a well-knit command system to push ahead with the mammoth reconstruction project.
A powerful construction force was dispatched to the front including service personnel and shock brigade members who had been involved in major construction projects for Ryomyong Street, Samjiyon area, Kosan Combined Fruit Farm, livestock base in the Sepho area, waterway of South Hwanghae Province, Chongchon River-Phyongnam irrigation gravity-fed waterway, Wonsan area and others.
Military units, shock brigades, national agencies and local units have mobilized all their lorries, excavators, bulldozers and other road vehicles and heavy construction machines in the battle sites.
Ministries and national agencies, especially the Cabinet, the State Planning Commission, the national emergency committee for relief efforts, the ministries of Construction and Building-materials Industry, Metallurgical Industry and Forestry, are now organizing works scrupulously to supply relief materials preferentially.
The economic sectors have entered into a drive for increased production.
The Sangwon Cement Complex, Sunchon Cement Complex, Kim Chaek Iron and Steel Complex, Chollima Steel Complex, Songjin Steel Complex, February 8 Vinalon Complex, Ponghwa Chemical Factory, Chollima General Building-materials Factory, Chollima Tile Factory, Pyongyang Building-materials Factory, Taesong Ceramic Factory, Pyongyang Daily Necessities Factory, Rangnang Disabled Soldiers’ Plastic Daily Necessities Factory, Chongjin Plastic Pipe Factory and other units step up the drive for increased production to ensure an emergency supply of cement, steel materials, tiles, paints and other materials.
Workers of all thermal and hydro power plants generate more electric power and the Ministry of Electric Power Industry and power distribution stations in North Hamgyong Province take measures to rapidly rebuild damaged power transmission and supply networks and provide a steady supply of power to the afflicted areas, railways and production units.
Thanks to the efforts of engine drivers and other workers in the railway transport sector, railway lines have been reconstructed in several sections and a large amount of materials are being transported to the flood-stricken areas every day.
The design offices are focusing on completing the designs of dwelling houses, nurseries, kindergartens, schools, hospitals, clinics and other public buildings on the top level before anything else.
Officials are also working to bring normalcy to the afflicted areas.
Officials of the North Hamgyong provincial Party committee, people’s committee and people’s security bureau, city and county Party committees and people’s committees visit the bereaved families to express sadness over their death loss, and take immediate measures to provide the homeless with lodging and boarding and supply food, drinking water, fuel and firewood, bedclothes and other materials.
Health institutions have dispatched medical groups to the areas to take proper preventive medical and treatment measures among the residents and rapidly supply them with necessary medicines.
Officials of the ministries of Food Procurement and Administration, Commerce and Light Industry and many other units are also working hard to responsibly supply necessities to the victims.
Party members and other working people in all units across the country prepare and send food, medicines and clothes, materials and facilities for reconstruction and funds with such sincerity as to help their own parents and brothers and sisters.
Full of infinite trust in and gratitude to the WPK which sets the people-first principle as its immutable principle, the people in the northern disaster-hit areas have risen up for the reconstruction, overcoming trials and difficulties.

All Korean People Turn out in Operations for Rehabilitating Damaged Areas

All the people of the DPRK have turned out in a campaign for reconstructing disaster areas in the northern part of North Hamgyong Province recently hit hard by heavy rainfalls.
The Central Committee of the Workers’ Party of Korea made public an appeal titled “Let us achieve the miraculous victory of converting misfortune into favorable conditions on the front of recovering from the flood damage in the northern part of North Hamgyong Province with the tremendous might of single-minded unity."
Encouraged by this call, people in the flood-afflicted areas and all other parts of the country rose up in a drive to heal the flood damage.
Amid a national mobilization drive launched to concentrate the country’s manpower and material and technical potentials on the flood damage rehabilitation, many construction units are rapidly moving to the disaster-afflicted areas from major economic fronts where they had conducted the 200-day campaign.
They include solider-builders and shock brigade members who were engaged in the construction of Ryomyong Street, Sepho Tableland Stockbreeding Base, Hyesan-Samjiyon railways and waterway project in South Hwanghae Province.
Meanwhile, officials and employees at the Cabinet, ministries and national institutions and industrial establishment across the country have zealously volunteered to take part in the flood damage rehabilitation drive.
The restoration of railroads progresses apace in the flood-hit northern areas of North Hamgyong Province.
As of Sep. 10, over 35 400 cubic meters of mud was removed from 20-odd sections with railroad beds restored in 20 sections.
Railway tracks were reconnected between Komusan and Musan and Komusan and Haksong, and railway service reopened between Komusan and Hakpho and Haksong and Namyang.

Iron and Steel Production Increases

The sector of the metallurgical industry has hit a record high in production in over 100 days since the 200-day campaign of loyalty began.
At present it is faced with a heavy yet important task of supplying iron and steel urgently needed for the construction of the dwelling houses of flood-hit people in the northern tip of our country as soon as possible.
In response to the appeal of the Central Committee of the Workers' Party of Korea to provide them with a new life, it has turned out in the campaign to carry out its production plan of the iron and steel necessary for the recovery operation at the shortest time.
The Kim Chaek Iron and Steel Complex turned out more than a thousand tons of molten iron on the basis of successes made in Juche-orientation and modernization.
The Chollima Steel Complex is producing iron and steel as much as 2.5 times on a daily average against the past period through the struggle for increased production.
The workers of the Hwanghae Iron and Steel Complex are also putting spurs to the production in the spirit with which they produced several hundred tons of iron and steel by operating blast furnaces at capacity in a short period.
Meanwhile, workers of the Unryul Mine and Jaeryong Mine have registered remarkable successes in production in the last week true to the appeal of the Central Committee of the Workers' Party of Korea.

More Cement Sent to Flood-Stricken Areas

Enormous natural damages were recorded in several cities and counties of North Hamgyong Province owing to the strongest storm and heaviest downpour in meteorological observation since the liberation of Korea in 1945 that hit the areas along the River Tuman in the northern tip of Korea.
Under such severe situation, the Central Committee of the Workers' Party of Korea (WPK) sent an appeal to all the party members, service personnel of the Korean People's Army and other working people to turn out in the operations to ward off the natural disaster.
The Sangwon Cement Complex and the cement-producing factories under the Ministry of the Construction and Building-materials Industry heartily responded to it with the increase of cement production.
The Sangwon Cement Complex is carrying out its daily quotas over 1.5 times through the campaign to increase the production and dispatched 20 wagons loaded with cement to the afflicted areas.
Particularly, the calcining cement workshops are overfulling their daily plans by operating kilns Nos. 1 and 2 at full capacity.
The Sunchon Cement Complex produced several thousand tons of cement in a few days.
The flame for the increased production of cement is also raging in the Chonnaeri Cement Factory.
After having already secured several thousand tons of cement to be dispatched to the affected areas, it is now concentrating efforts on the increase of production.

Railway Sector Out in Campaign to Recover from Flood Damage in Northern Area

The railway transport sector, upon receiving the appeal of the Central Committee of the Workers' Party of Korea, has turned out in a decisive operation to heal flood damage in the northern part of North Hamgyong Province.
According to combined data, as of September 10, several thousand tons of cement, a large amount of steel and fuel and 90 wagons loaded with aid materials have already arrived or are on their way to the rehabilitating sites.
All the officials and workers of the railway sector are scrupulously working to dispatch wagons to the afflicted areas without a moment's delay.
Remarkable successes are also being reported from rehabilitating sites to reopen damaged railways every day.
As of 6 o’clock on September 11, 24.4 percent of mud slides were removed and 46.8 percent of beds were laid.
Meanwhile, the forestry sector is making signal successes in their drive to send over 50 000 cubic metres of logs urgently needed for the rehabilitation of the damaged areas at the shortest time.

WPK Central Committee Calls upon All People to Turn Out in Operations
to Recover from Flood Damage in Northern Area

The Central Committee of the Workers' Party of Korea (WPK) sent an appeal to all the party members, service personnel of the Korean People's Army and other people Saturday to turn out in the operations to recover from the severe natural disaster in several cities and counties caused by the strongest storm and heaviest downpour in meteorological observation since the liberation of Korea in 1945 that hit the areas along the River Tuman in the northern tip of Korea.
Tens of thousands of dwelling houses and public buildings collapsed and railways, roads and other traffic networks and power supply system, factories, enterprises and cultivated lands were destroyed or submerged. The disaster left the people in the northern part of North Hamgyong Province who had been pushing forward the 200-day campaign of loyalty day and night homeless to suffer from great hardships, the appeal said, and continued:.
There is no emergency for the Party than the pain of the people and no important revolutionary work is as crucial as alleviating their misfortune.
The WPK made an important decision of directing the main thrust of the 200-day campaign to the campaign for recovering from the flood damage in the above-said areas and weathering the difficulties in view of the emergency situation.
In this connection our Party took an important measure of rapidly dispatching the main units active in the major sites of the 200-day campaign including the construction of Ryomyong Street to the sites for the recovery from the flood damage and letting the whole Party and army and all people focus all their efforts on the rehabilitation operations.
"Let us achieve the miraculous victory of convertingmisfortune into favorable conditions on the front of recovering from the flood damage in the northern part of North Hamgyong Province with the tremendous might of single-minded unity!" This is a slogan to be held up by the participants in the 200-day campaign across the country.
All the fields and units including the Cabinet, ministries, national institutions, industrial establishments and cooperative organizations, set the operations to recover from the flood damage as the key thrust of the 200-day campaign and direct all efforts to them.
Direct all efforts to the construction of dwelling houses to provide flood-hit people with warm cradles and turn the flood-battered region into a fairyland in the era of the Workers' Party within this year.
All the service personnel of the Korean People's Army who are to be dispatched to the sites for recovery from the flood damage, create the Mallima speed in implementing the rehabilitation and construction tasks in the spirit of at a go like storm and gunpowder just before ignition.
The appeal stressed that the Party Central Committee is firmly convinced that the reliable people in the northern areas who are firmly defending the eternal treasure of the Korean revolution in the revolutionary battlesites associated with the ever-lasting history of resistance waged by the peerlessly great persons of Mt. Paektu would rise above the present trials.
Neither disaster nor difficulties can deter the army and people of the DPRK dashing forward like the wind toward the final victory under the banner of the self-development-first principle, rallied close around the Party.
